The floor level of federal expenditure of R&D should be set to 2% of GDP

Invest $200 billion dollars to increase funding for federal research agencies like the National Science Foundation (NSF) and provide states with grants to create the following: a public option for broadband; maker spaces and hackerspaces; Advanced Technological Education (ATE) centers. 

$100 billion dollars in grants to create Discovery Hubs all across the United States. Each discovery hub will be targeted toward solving a big issue such as climate change, climate adaptation, pandemic preparedness, crop failure, infrastructure modernization, antimicrobial resistance, and more.


It’s time to get America to discover again to solve existential issues like climate change, pandemics, biodiversity loss and to find the unknown unknowns that can change the course of humanity. Public spending on research and development is at historically low levels yet new discoveries are still being made. Imagine what we could know and discover with the proper investment in research spending. Our Discovery Project calls for a Space Race-scale mobilization and investment for America to lead again in discovering humanity’s future.
